Twenty-seven were treated in hospital after an amphibious tourist craft sank in Liverpool's Albert Dock.
The North West Ambulance Service said 31 people including children were on board the craft when it went down just before 16:00 BST.
The Yellow Duckmarine tour company takes tourists around Liverpool by land and water in amphibious vehicles.
A spokeswoman for the North West Air Ambulance said no-one had been seriously hurt.
She added: "We are unaware that there is anybody unaccounted for but police are continuing to search the water just to see if there is anybody else affected and we are on standby."
Eyewitness Tim Olsen said: "I was down by the Albert Docks doing some shopping when I noticed something didn't look right about the duckmarine.
"It only took about four minutes to go down. The police, ambulance and air ambulance services arrived on the scene quickly and I think they got everybody off OK."
The North West Air Ambulance said "a lot of resources" were called to the Salthouse Dock at the front of the Albert Dock complex.
Chief fire officer Dan Stephens said: "Three people have been rescued by firefighters from the water.
"We have had assistance from a number of agencies on scene. We are working with police, ambulance and coastguard to account for everyone onboard."
The incident is the second sinking involving one of the vessels this year.
All four Yellow Duckmarines were banned from going into water after one sank in the Albert Dock earlier this year.
One of them started to sink in the dock on 31 March and passengers had to be moved on to a pontoon.
In May, one of the vehicles was declared safe to take to the water again.
